British Prime Minister, Keir Starmer, has outlined his vision for the UK to become an "artificial intelligence superpower," emphasizing a pro-innovation approach to AI regulation and pledging to make the country a global leader in AI development.
Speaking at University College London, Starmer highlighted the potential of AI to significantly boost productivity, with the government estimating it could add 47 billion pounds ($57 billion) to the economy annually over the next decade, equating to a 1.5% annual growth in productivity.
Starmer described the UK as already being a leader in AI investment within Europe, and he expressed his ambition for Britain to lead the world in AI breakthroughs, creating both wealth and widespread societal benefits. He stressed that the UK’s exit from the European Union had allowed the country to tailor its own regulatory framework for AI, with the government aiming to implement a "pro-growth and pro-innovation" regulatory approach, distinguishing itself from other countries.
A key element of Starmer's plan involves leveraging public data, including information from the National Health Service (NHS), by making it available to researchers through a "National Data Library." This initiative would make public data accessible under trusted copyright rules to foster AI research and innovation.
Additionally, the government will adopt all 50 recommendations from the "AI Opportunities Action Plan" by venture capitalist Matt Clifford, which includes accelerating the construction of data centres. The first of these new data centres will be built in Culham, Oxfordshire, near the UK's Atomic Energy Authority.
Starmer highlighted the potential benefits of AI to everyday life, including making government processes more efficient (e.g., streamlining planning consultations), supporting small businesses, and reducing administrative burdens for sectors like healthcare and education.
This announcement comes at a crucial time for the UK economy, which has been struggling with low growth and the effects of recent tax increases. Starmer's focus on AI reflects the government's effort to inject new energy into the economy by positioning the UK at the forefront of AI innovation and economic growth.
